France: Will the new government plan against LGBTphobias really be a game-changer?

Forty-two goals to be achieved by 2023: the Minister in charge of Diversity Élisabeth Moreno presented on Wednesday October 14 a plan for equal rights, against hatred and anti-LGBT + discrimination, notably focusing on education to fight homophobia

This plan against LGBTphobias 2020-2023 aims to "  make LGBT people full citizens  ," said the Minister responsible for Equality between women and men, Diversity and Equality of chances, Elisabeth Moreno, at a press conference. The measures concern the family sphere, school, university, work, health, sport etc. According to the minister, the plan was carried out in consultation with LGBT + associations.

The plan includes 42 objectives, with "  new measures or already partly implemented but which should be amplified  ". Among them, concrete access to the right to adoption. “  This right was opened in 2013, but few homosexual couples have been able to adopt since that date and this reality is not admissible,  ” said Elisabeth Moreno.

Mixed results for actions against LGBTphobias in France

The previous plan, entitled “  Plan to mobilize against hatred and anti-LGBT discrimination  ” was launched on December 21, 2016 by the Secretary of State for the City, Hélène Geoffroy. He had extended the field of intervention of the Dilcrah, to add the fight against anti-LGBT hatred.

The plan, interministerial and made up of local and national actions, presented five priorities: "  An exemplary Republic against anti-LGBT hatred and discrimination  ", "  Sanction every act of anti-LGBT hatred and protect victims as best as possible  ", "  Educate against hatred and anti-LGBT discrimination ”,“ Act against anti-LGBT discrimination on a daily basis  ”and“  Continue the international fight for the rights of LGBT people  ”. To carry out these actions, the government of François Hollande had made available a budget of 1.5 million euros.
