Italy: Homotransphobia, the Zan law arrives in the Chamber

The uneven path of the law against homolesbobitransphobia and misogyny restarts. In fact, this morning in the Chamber in the Chamber resumes the discussion on the proposal that bears the name of the deputy Pd Alessandro Zan as the first signatory. It was the Speaker of the Chamber, Roberto Fico, who reassured Friday on the scheduling of the provision after yet another postponement and the controversy of the opposition and ultra-Catholics rekindled over the Pope's words on civil unions .

The proposed law, in its new formulation, however, brings some changes: first of all, the extension of the text also to crimes related to the victim's disability. Zan himself announced yesterday: "As a majority we have formulated and presented seven amendments, to keep the whole system of the provision approved in the Justice Committee fully effective. Also in this passage we have worked keeping in mind the objective of the bill: the contrast discrimination, hatred and violence; for this reason we have decided to accept the request from many associations of people with disabilities to extend the provisions of articles 604 bis and ter of the criminal code also to crimes committed for reasons related to the victim's disability ".

As for the inputs from the Constitutional Affairs Committee and those from the Legislation Committee, "we have transposed - continues the deputy dem - the requests for changes, defining more rigorously the notions used (sex, gender, gender identity, sexual orientation) and explicitly reiterating that the punishment is triggered when there is 'the concrete danger of the carrying out of discriminatory or violent acts'. "Furthermore - continues Zan - the amendment specifies that the non-instigating opinions 'remain safe', as they already descend directly from the article 21 of the Constitution. With this amendment we also unmask all the fake news artfully constructed during these months on alleged 'liberticidal' intentions of this law ".

The proponents aim for approval within a few days, before the budget section, and then pass the text to the Senate where the numbers are more uncertain. But there are also obstacles in the Chamber: Lega and FdI have asked for the ruling of constitutionality, an attempt to block the law by declaring it immediately unconstitutional. And they tabled 800 amendments. Read more via La Repubblica
