- le Plan d’action national pour la promotion des droits des personnes lesbiennes, gays, bisexuelles, transgenres et intersexes (LGBTI).
- l’arrêté du gouvernement en Conseil portant institution d’un comité interministériel LGBTI.
Les objectifs du plan d’action sont la mise en œuvre des engagements pris par le Luxembourg au niveau international, de rassembler et de coordonner les actions en cours et à venir. Il vise également à tenir compte des études récentes et des recommandations nationales et internationales et à considérer les recommandations des associations défendant les intérêts des personnes LGBTI, et ceci dans le but de promouvoir le respect des droits des personnes LGBTI.
Le comité interministériel LGBTI, sous la présidence du ministère ayant la famille dans ses attributions, aura pour mission le suivi de l’implémentation du présent plan, une évaluation régulière de ses objectifs et actions, ainsi que la proposition de nouvelles priorités, objectifs et actions. The Council endorsed
- the National Plan of Action for the Promotion of the Rights of Lesbian, Gay, Bisexual, Transgender and Intersex Persons (LGBTI).
- the Government-in-Council Order setting up an LGBTI interministerial committee.
The objectives of the action plan are the implementation of Luxembourg's commitments at international level, to bring together and coordinate ongoing and future actions. It also aims to take into account recent studies and national and international recommendations and consider the recommendations of associations defending the interests of LGBTI people, with the aim of promoting respect for the rights of LGBTI people.
The inter-ministry LGBTI committee, under the chairmanship of the Ministry of the Family, will have for mission the follow-up of the implementation of this plan, a regular evaluation of its objectives and actions, as well as the proposal of new priorities, objectives and actions.

Preface
L’égalité est un droit fondamental ancré dans la Constitution luxembourgeoise. Chaque citoyen doit bénéficier des mêmes droits et doit être traité sur un pied d’égalité. Ce principe est le fondement d’une société libre.
Plusieurs études montrent cependant, que ces droits ne sont pas toujours respectés et qu’il arrive que des enfants, jeunes et adultes vivent des discriminations, des actes de violence ou des discours de haine en raison de leur orientation sexuelle, de leur identité de genre ou de la variation de leurs caractéristiques sexuées.
Sachant que les réalités de vie des personnes lesbiennes, gays, bisexuelles, transgenres et intersexes se distinguent les unes des autres, le choix a été fait de les inclure tous et toutes dans ce premier plan d’action national LGB & T & I. Ainsi, nous pourrons profiter de l’élan et de l’engagement de tous les acteurs impliqués dans la lutte pour une société inclusive dans laquelle les droits de tout un chacun sont respectés.
Le présent plan est le résultat fructueux d’une collaboration avec la société civile et d’une concertation entre dix ministères. Le plan est ambitieux parce qu’il adopte une approche globale qui cible des thèmes importants de la vie, tels que l’éducation, le travail, la santé et la famille, tout en brisant des tabous.
Je tiens à remercier les associations, les organisations nationales des droits humains et les autres ministères qui ont contribué au premier plan d’action national dans ce domaine ainsi que tous ceux qui contribueront à la mise en œuvre des nombreux objectifs et actions.

Equality is a fundamental right anchored in the Luxembourg Constitution. Every citizen should enjoy the same rights and should be treated equally. This principle is the foundation of a free society.
Several studies show, however, that these rights are not always respected and that children, young people and adults may experience discrimination, violence or hate speech because of their sexual orientation, gender identity, or the variation of their sexual characteristics.
Knowing that the realities of life of lesbian, gay, bisexual, transgender and intersex people stand out from each other, the choice was made to include them all in this first LGB & T & I National Action Plan. We will be able to benefit from the momentum and the commitment of all the actors involved in the struggle for an inclusive society in which the rights of all are respected.
This plan is the fruitful result of collaboration with civil society and consultation among ten ministries. The plan is ambitious because it adopts a holistic approach that focuses on important themes in life, such as education, work, health and family, while breaking taboos.
I would like to thank the associations, national human rights organizations and other ministries that contributed to the first national action plan in this area as well as all those who will contribute to the implementation of the many objectives and actions.
