India: Rights of LGBTQIA+ community and Congress manifesto 2019

The Congress manifesto 2019 made a slew of promises to the often marginalised LGBTQIA+ community saying that it recognised the sexual diversity of the citizens in India. The party manifesto, released ahead of the Lok Sabha polls 2019 promised equality and protection to people of various sexual identities.

The manifesto promised to make sure that the judgement in the Navtej Singh Johar case will be implemented, protecting the rights of the LGBTQIA+ community. The Navtej Singh Johar case was a landmark case in Indian history as the Supreme Court in 2018 decriminalised all consensual sex between adults in private, including homosexual sex.

The Congress party manifesto further stated that the party, if voted to power, would instantly withdraw the Transgender Bill, 2018, which was pending in Parliament and would in its place draft a new Bill in consultation with the LGBTQIA+ community and it would be consistent with the NALSA case.

The Congress manifesto 2019 also promised that the party would make it mandatory in all government departments and organisations to have a gender sensitivity training for the rights of the LGBTQIA+ community.
