Russia: Activist was fined 50 thousand rubles for public for LGBT site

The Verkh-Isetsky District Court of Yekaterinburg on November 19 will consider the case of promoting non-traditional sexual orientation among minors. A girl under the nickname Alice Fandom is accused of leading a group on the VKontakte social network - "Rainbow Ekb", in which LGBT representatives, including minors, could post their profiles for dating. The girl herself considers the article of the Code of Administrative Offenses 6.21 p. 2, according to which she passes, as vague and inaccurate. 

“You can fit everything under the concept of“ propaganda ”. For me, propaganda is a call. Call in the public, where people were looking for friends and new communication? .. There was no call and close. If the existence of LGBT people is an appeal, then I don't know anymore. And apparently, this is so, ”- wrote Alice. 

The girl's interests are represented by Anna Plyusnina, a lawyer at the Resource Center for LGBT in Yekaterinburg. The accused faces an administrative fine ranging from 50 to 100 thousand rubles. Read more via EAH


Ekaterinburzhenka Vera (Alice Fandom), who was charged with the propaganda of “non-traditional sexual relations among minors using the Internet” due to her dating public VKontakte, was sentenced to a fine of 50 thousand rubles. It's My City was told about this by Anna Plyusnina, a lawyer of the Resource Center for LGBT in Yekaterinburg, representing the interests of the girl.

The court session took place on November 19 in the court district No. 6 of the Verkh-Isetsky judicial region. On the part of the plaintiff - the police - no one came; on the part of the defendant, lawyer Anna Plyusnina and the accused Vera were present at the trial. The court was closed from the media.

During the meeting, Plyusnina tried to prove that there was no corpus delicti. In the opinion of the defense, posting the questionnaires in the community cannot constitute propaganda. 

The defense presented to the court the opinion of a psychologist and a school teacher that the screenshots of the questionnaires that appear in the case do not promote “non-traditional sexual relations”. The police had their own specialists - a teacher and a psychologist, who considered the same questionnaires as propaganda (their opinions were sent to the court in writing). The defense asked to appoint a psycho-linguistic examination of these questionnaires, but the judge refused, seeing no reason for such an examination.  

As a result, the judge found Vera guilty under Article 6.21 of the Code of Administrative Offenses, Clause 2 "Promotion of non-traditional sexual relations among minors using the Internet" and imposed a minimum fine of 50 thousand rubles. The verdict has not yet entered into force. Vera and Anna Plyusnina will appeal the judge's decision to the Verkh-Isetsky District Court. 

Let us remind you that Vera became the first person against whom a case was opened in Yekaterinburg under Article 6.21 of the Code of Administrative Offenses. 2. In 2017, the girl opened a public for dating “Rainbow Ekb | LGBT Yekaterinburg "on the social network" VKontakte ". In the group, both LGBT persons and heterosexuals could upload profiles. Over the three years of its existence, the community has accumulated no more than 400 members. The public has now been deleted.  

The police contacted the girl on October 1 and summoned her for the first interrogation. After him, the authorities said that there were "more important matters" than Vera's and did not contact her for almost three weeks. The second interrogation took place on October 28, and a case was opened against the girl under Article 6.21 of the Code of Administrative Offenses. 2. According to the police, Vera published a questionnaire “for underage LGBT people to find friends / partners for non-traditional sexual relations”.
